Notice is hereby given to all Professional Quantity Surveyors that the Returning Officer will receive nominations for the election of three professional quantity surveyors as members of the Council, in accordance with section 7(1)(b) of the Professional Quantity Surveyors’ Council Act 2013, on the fifth (5th) day of August 2022 between the hours 09.30 a.m. and 12.00 noon in the Conference Room of the Quantity Surveying Section of the Ministry of National Infrastructure and Community Development,Ground Floor, Technical Division, Willoughby Street, Phoenix. Nomination papers may be obtained from the Registrar at the Ministry of National Infrastructure and Community Development, Quantity Surveying Section, Phoenix, between the hours of 9.30 a.m. and 3.00 p.m. on working days (excluding Saturdays).Every nomination paper must be signed by the candidate and two Professional Quantity Surveyors, as witnesses, and be delivered, in person, to the Returning Officer between the said hours of 09.30 a.m.and 12.00 noon, on 5 August 2022. Every nomination paper shall specify the name, occupation, National Identity Card Number, Registration Number, and address of the candidate and also contain a declaration by the candidate that on nomination day:
(a) he is a Professional Quantity Surveyor;
(b) (i) he is not subject to any investigation;
(ii) no disciplinary proceedings are being held against him under section 27; and
(iii) no disciplinary measure has been taken against him during the last 5 years preceding the nomination.

Notice is hereby given to all Professional Quantity Surveyors that the election of three Professional Quantity Surveyors as members of the Council, in accordance with section 7(1)(b) of the Professional Quantity Surveyors’ Council Act 2013, will be conducted on the fifth  (5th) day of August 2020 between the hours 09.30 a.m. and 1.00 p.m. at the Conference Room of the Quantity Surveying Section of the Ministry of National Infrastructure and Community Development, Ground Floor, Technical Division, Willoughby Road, Phoenix.

The following persons have been duly nominated to stand as candidates for election as members of the Council:

  • MOOROOGAN Normanda;
  • PURANG Chetan;
  • SADEO Veerprakash; and
  • SEECHURN Deepshika.

Every Professional Quantity Surveyor will be entitled to elect three (3) candidates only on the condition that:

(i)  by 5 August 2020 before the hours of twelve (12) noon, he/she has settled the annual fee, as may be applicable;

(ii) on the date of election, he/she is a Professional Quantity Surveyor and is not otherwise disqualified; subject to any investigation and/or disciplinary proceedings; and

(iii) on the date of election, he/she produces to the Returning Officer his/her National Identity Card as proof of identity.

PRESS COMMUNIQUÉ

The Council wishes to bring the attention of all stakeholders in the Construction Industry and the public at large that the following information can be viewed on its website, www.pqsc.mu. :

1. The current list of Professional Quantity Surveyors authorised to practise in Mauritius, in accordance with the PQSC Act.

2. A list of degrees and institutions approved by the Council to-date, particularly for the benefit of students.

3. Professional Quantity Surveyors’ Council (PQSC) Act 2013.

The Council has noted that in a few cases, people are still contravening Section 43 of the PQSC Act 2013 by indiscriminate use of the title “Quantity Surveyor” at workplaces and on social networks. Therefore, the Council warns such persons that this constitutes an offence, giving rise to a fine not exceeding Rs. 100,000 and imprisonment not exceeding 2 years upon conviction.

A new Council has been constituted since August 2018 with Mr S.Deepchand as Chairperson, Mr V.Pratap as Vice Chairperson and Mr G.Oogarah, Mrs B.J.Meenowa, Mr M.A.Bauhal. Mr V.Sadeo, Mr D.Dabee, Mr S.Ramsoondur, Mr V.Ramtohul and Mr K.A.Putchay as members.

The Council wishes to bring the attention of all stakeholders in the Construction Industry and the public at large to the current list of Professional Quantity Surveyors authorised to practise as published in Government Gazette No. 17 (General Notice 293) and on its website.

The Council notes that numerous persons are contravening Section 43 of the PQSC Act by indiscriminate use of the title “Quantity Surveyor” at workplaces and in social networks and warns such persons that this constitutes an offence giving rise to a fine not exceeding Rs. 100,000 and imprisonment not exceeding 2 years upon conviction. The PQSC Act 2013 is also viewable on Council’ website.

The Council also wishes to bring to the attention of students to the list of degrees, qualifications and institutions approved by Council to-date as published in its website. Persons not meeting these criteria will not be eligible for enrolment/registration. The attention of local institutions offering courses in quantity surveying is drawn to criteria to be met for approval by the Council, also published in its website.

The Professional Quantity Surveyors’ Council (PQSC) wishes to bring the attention of all stakeholders in the Construction Industry and the public at large to the provisions of section 43 – Offences of the PQSC Act 2013 with regard to the practice of Quantity Surveying, more particularly to section 43(1) which reads as follows:-

43(1)Subject to section 19(2), any person who –
 
(a)not being registered, or being suspended or deregistered, as a professional quantity surveyor –
 
(i)practises quantity surveying;
(ii)takes or uses the name, description or title “Professional Quantity Surveyor”, “Chartered Quantity Surveyor”, “Authorised Quantity Surveyor”,“Authorised Foreign Quantity Surveyor”, “Consulting Quantity Surveyor”, “Qualified Quantity Surveyor” or “Quantity Surveyor”, or any abbreviation thereof in whatever language, either alone or in connection with any other title, name, word or letter;
(iii)holds himself out or conducts himself as a professional quantity surveyor;
(iv)by any wilful act or omission, causes or induces any person to believe that he is a professional quantity surveyor; or
(v)demands, sues for or recovers in any Court any charge by way of claim, counter-claim or otherwise in relation to any quantity surveying services he claims to have provided as a professional quantity surveyor; or
(b)fraudulently procures or attempts to procure his registration as a professional quantity surveyor,
shall commit an offence and shall, on conviction, be liable to a fine not exceeding 100,000 rupees and to imprisonment for a term not exceeding 2 years.

The PQSC would appreciate if any transgression to the above could be reported to the Registrar for investigation and necessary action.

PROFESSIONAL QUANTITY SURVEYORS’ COUNCIL

All persons practising Quantity Surveying in Mauritius are advised that the profession is now regulated by the Professional Quantity Surveyors’ Council Act 2013 which came into operation on 16 September 2013 with proclamation (save sections 24 and 25 which concern Registration of Firms) by the President of the Republic.

The Council is proceeding, in the first instance, with enlistment of persons who at the commencement of the Act are deemed to be registered as Professional Quantity Surveyors under section 45(1)(a) of the Act.

An Information Paper and Enlistment Form can be downloaded from the Council’s website (www.pqsc.mu) and are also available from the Registrar. The completed form should be submitted to the Registrar by 30 November 2013.

Registration/Enlistment of all other persons as provided under the Act shall be communicated in due time.
